The Geography of Gambling

No game in gambling history has had as much of an effect on the world’s geography. Born at the beginning of the 19^th century, roulette was already popular in the casinos of Paris. But Blanc would go on to make a very small, but very important adjustment to the wheel: while most games of Roulette had a single and double zero number, his wheels had just the one zero. This made a small but crucial difference to the game. Wheels one or two zeros have the same payout rate of 35/1 but by removing one of them, the house edge is reduced from 5.26% to 2.63%.

This made Blanc’s version of the game very attractive to gamblers. There was just one small problem. King Louis Philippe had run them out of Paris and France long ago. They struck a deal with a town in Luxembourg known as Bad Homburg which had bad debts and a need to build up a tourist industry from scratch. Blanc’s involvement was a huge success and the fortunes of the town were immediately revived. Before long, Emperor Kaiser Wilhelm II was a regular visitor.

Bad Homburg had one small problem that not even the great Francois Blanc could fix: the weather. In the spring, summer and autumn, there were no problems, but winter brought snow and that meant no one could get in or out whether they wanted to or not. If he wanted to make the most of his casinos (and he certainly did), he would need to relocate to warmer climes. He found a place on the coast in the South of France, very similar to Bad Homburg. There had been two previous attempts to build a town there, and both had failed. Having learned from his experiences from Homburg, Blanc knew that good infrastructure was the key to success and poured in a huge amount of money to build roads and railways to link his small town with the rest of Europe. The name of the small town? Monte Carlo.

Breaking the Bank

It did not take long for Monte Carlo to become a success story. Before long, the state was making so much money from the casino’s profits that they decided to do away with income tax for its residents, making it even more exclusive and desirable. But one event made Monte Carlo, particularly the casino, world-famous, and that was when British-born Charles Deville Wells became ‘the man who broke the bank at Monte Carlo’.

Wells, an inventor and con-artist, arrived at the casino in July 1891 with £4,000 in cash (equivalent to four hundred thousand today) and sat down at a roulette table. He remained there for six days, not stopping to eat or drink, until the casino closed at 11pm. According to one witness, he played with “a recklessness that suggested a mad millionaire endeavouring to get rid of his capital”, but what he did not do was lose. At the end of his play, he had won the equivalent of £4 million and ‘broken the bank’ (i.e. cleaned out the casino’s entire reserves of cash). Even now, no one’s quite sure how he did it. Obviously, with his history as a bit of a scammer, the likelihood is that he cheated in some way, but we do not know how. Collusion with the casino is not out of the question, as the casino benefitted hugely from the publicity. All that is known is that “Monte Carlo Wells” became an overnight sensation and had a popular music hall song written about him.
